Election time: Gov’t asked collectors to complete wards’ delamination and reservation of seats by Aug 19

Bhubaneswar, Aug 17: The State government has directed all district collectors to finish the wards’ delamination process and seats reservation as per the provision of the PRI Act and Rules, by August 19. The following steps have been taken by the state government keeping in view the elections to the Panchayati Raj Institutions (PRIs) which would be held in February 2017.  Followed by this, Commissioner-cum-Secretary, Panchayat Raj, Deoranjan Kumar Singh has issued a letter to all district collectors to finish the work as per the stipulated time period.

Final list to the State Election Commissions (SEC) is to be submitted by August 23, after the wards delamination process in Gram Panchayats (GPs), Panchayat Samitis (PSs) and ZIlla Parishads (ZPs) in each constituency, seats and offices reservation of the GP and PS Chairpersons, are done by August 19.  Delamination of wards and seats reservation would be done as per the 2011 Census.

27 percent reservation of seats will be provided for GP ward members of Backward Class of Citizens (BCC) in each GP in the non-scheduled areas while reservation of seats and offices will be made for ST category in the Scheduled areas as per the provisions of Panchayat (Extension to Scheduled Areas) Act and necessary Panchayat laws. While determining the reservation status of various seats/offices of PRIs for general election to the PRIs, 2017, the descending order principle of rotation shall be followed taking into account the reservation status of last PRI elections held in 1997, 2002, 2007 and 2012.

After reservation of seats of SC, ST and BCC categories, reservation for women will be made after arranging the ward/GP/constituencies in Odia alphabetical order, in the manner provided in Panchayat laws so that the total reservation for women will not be less than one-half of the total seats/offices. While starting the process of reservation, the sequence—SC, ST, BCC and Unreserved—is to be taking into consideration, the letter said. As per the letter the whole process would be finished by September 15.
