Bhubaneswar: April 29: Odisha model of Universal Health Assurance Scheme has made success stride. This was known from the assessments made in Governing Body meeting of State Health Assurance Society (SHAS) held under the Chairmanship of Chief Secretary Suresh Chandra Mahapatra wherein Additional Chief Secretary Health and Family Welfare Raj Kumar Sharma outlined the issues for discussion.
Looking into the progress made so far, Chief Secretary Sri Mahapatra advised the department to make the system more facilitating and foolproof for genuine patients.
Sri Mahapatra said, “Since the scheme has enhanced the access of people to tertiary care in private hospitals, major empaneled hospitals should have help desks for patients under the scheme”. He also directed expedite disposal of claim cases from private hospitals so that our people would not face any problems for treatment in hospitals outside Odisha.
The issues relating to the due diligence of the cases for complicated and high-end surgeries were discussed in the meeting. Sri Mahapatra also asked Labour Commissioner to suggest a list of the States having more Odia workers so that steps could be initiated for providing them health care under the scheme in those States.
Presenting the updates, Mission Director National Health Mission and Chief Executive of SHAS Smt Shalini Pandit said that around 96.5 lakh eligible households were identified under the scheme. Till the date around 98% of the identified households were provided smart health cards for cashless treatment in the hospitals.
Card distribution was being done on campaign mode for covering all eligible families in a month. The people having cards under national food security and State food security schemes also availed the facility.
Further, Smt Pandit appraised that 328 private hospitals operating inside Odisha and 65 private hospitals operating across 15 other States of India were empanelled under State Biju Swasthya Kalyan Yojana (BSKY). The major empanelled hospitals included Tata Memorial Hospital Mumbai and Kolkata; CMC, Vellore; Narayan Hrudayalaya group of Hospitals, Shankara Cancer group of Hospitals; Applo, Vishakhapatnam; CARE Hospital Vishakhapatnam; Mahatma Gandhi Cancer Institute, Vishakhapatnam; Seven Hill Hospital, Vishakhpatnam; and Hospitals under Fortis Health Care Chain in India. All major super specialty hospitals operating in different districts of Odisha were included in the panel. Around 1592 number of clinical packages was encompassed in the scheme.
Available data showed monthly average of around 40,000 patients took super specialty and tertiary treatment in private hospitals empanelled under the scheme; and Government paid around Rs. 90 cr per month to the hospitals towards their treatment. In the year 2021-22 a total number of 1,97,355 claims of the private hospitals amounting to Rs.384 cr was settled by Government.
Additional Chief Secretary Health and family Welfare Raj Kumar Sharma, Principal Secretary Panchayati Raj and Drinking Water Sri Ashok Kumar Meena, Principal Secretary Finance Sri Vishal Kumar Dev, Secretary Women and Child Development Sri Bhaskara Jyoti Sharma, Mission Director Smt Shalini Pandit along with senior members of the Governing Body participated in the deliberations.
