Bhubaneswar: June 11: Cabinet Committee Investment (CCI) Project Monitoring Group led by Sri Arun Goyal Additional Secretary Project Monitoring Group (PMG) Prime Ministers’ Office, Govt of India took stock the progress of mega investment projects in a high level meeting held under the Chairmanship of Chief Secretary Sri Aditya Prasad Padhi in secretariat conference hall today wherein the Principal Secretary PPP and State PMG Sri Pradeep Kumar Jena presented updates of the projects and outlined the issues flagged by project proponents for discussion. In replying to a media quarry after the meeting, Chief Secretary Sri Padhi said that in the meeting today we have mainly reviewed the infrastructure based investment projects. Around 32 projects in railway, national high way, water pipeline, coal block development, coal transportation corridor and power sectors were discussed and resolved. This joint exercise has been helpful for expediting the projects. In a similar query of the press, Additional Secretary, PMG Sri Goyal said, “there has been substantial progress in implementation of the projects. State machinery has acted very proactively and resolved the issues raised by the project implementing agencies. I am quite satisfied with the progress made in Odisha”. The major projects reviewed included Khurda-Bolangir new broad gage railway with project cost of Rs.3550 crs, doubling of Sambalpur-Bamur railway line with project cost of Rs1111 cr , doubling of Sambalpur- Titilagarh railway with project cost of Rs1078 cr., Hardaspur-Paradeep rail link project , Talcher-Bimilagarh new rail line project with estimated cost of Rs.810 cr and Angul-Sukinda new rail line project with estimated cost of Rs638.5 cr. The national high way projects reviewed included Tileibani-Sambalpur section of NH-6 with estimated cost of Rs.752 Cr., Binhjabahal-Teleibani section of NH-6 with estimated cost of Rs.1057 cr., Baharagora-Singara section of NH-6 with estimated cost of Rs.734 cr., 6 laning of Bhubnaneswar-Chandikhol section of NH-5 with estimated cost of Rs1047 cr, Rimoli-Roxy-Rajamunda section of NH-215 with project cost of Rs.586 cr. Chandikhol-Talcher NHwith estimated cost of Rs.396 cr , Angul Sambalpur Toll road project involving investment of Rs. 1220 cr., Cuttack-Angul toll way project with estimated cost of Rs.1123.69 cr, Panikoili-Rimuli NH with project cost of Rs.1410 cr, construction of Jawahar Navodaya Vidyalaya at 4 locations of the State and fly over approach road to IT & electronics hardware info valley project at Bhubaneswar. In the 2nd session the progress of coal and power projects were discussed. The major projects were SMC power generation project, buxite mines of Anark Almunium ltd, Telengiri Irrigation Project, Coal mine projects of MCL, Jharsuguda-Barpali coal transportaion railway line, Hingula OCP, Kaniha OCP,Ananta extention OCP, Orient OCP, Orient underground mines, Super Thermal Power Project at Darlipali, Lanco Babandh Power ltd, Odisha Ultra Mega Power Project, coal transport corridor and water pipeline corridor. The issues relating to rehabilitation, award of compensation, forest clearance, evacuation of encroachment from acquired land, forest clearance, environmental clearances, tree cutting permission, DGPS survey, compensatory afforestation etc were discussed and resolved. After reviewing ground situation of individual projects, Chief Secretary Sri Padhi set mile stones and timelines for various phases in each project. Sri Padhi advised the NH officials present in the meeting to complete the DPR and project estimate of the fly over project at Khandagiri and Info valley-II soon since the Chairman National Highway Authorities had already asked to go ahead with the projects. Chief Secretary also directed the NH officials and engineers to keep all the roads in motorable conditions before coming monsoon. It may be pertinent to mention here that e-PMS, an online project monitoring system has been put in place by Govt. of India to monitor the projects involving investment between Rs.100 cr to Rs.1000 cr. The system tracks and facilitates the progress of the projects. The system includes facilities for online submission of projects, editing and updating of the projects, reviewing the projects and submission of details relating to bottlenecks, if any. The system has been made investor friendly and it automatically eliminates duplicate as well as inconsistent record keeping. Any private entrepreneur or any Department or Ministry willing to start a project can click on http//cabsec.gov.in or http//cadsec.nic.in. to get their login credentials. The Development Commissioner Sri R. Balakrishnan , Sri Som Dutt Sharma, Director PMG Govt of India, Principal Secretary Forest & Environment Sri Suresh Chnadra Mohapatra, Principal Secretary Revenue & Disaster Management Dr Mona Sharma, Principal Secretary Commerce & Transport Sri Sanjay Rastogi, Principal Secretary Industry Sri Sanjeeb Chopra, CMD GRIDCO Sri Hemant Sharma, Secretaries and senior officers of respective departments along with project developers participated in discussions.
