CM stresses single window system for sharing pattern of CSS

Bhubaneswar, Jan 10: Odisha Chief Minister Naveen Patnaik has stressed the need for a single window system for communication of annual allocation and sharing pattern of Centrally Sponsored Schemes (CSS) to the State sufficiently in advance.

In a meeting with NITI Aayog Vice Chairman Arvind Panagariya at Naveen Niwas here today, Patnaik said such system should preferably be put in place by mid-December of the preceding financial year.

Patnaik said there is a need to put in place mechanisms and operational guidelines to jointly pursue national and sub-national development agenda.

Mentioning the net loss the State is incurring due to devolution of Central Taxes, Patnaik said though there has been increase from 32 pc to 42 pc for Odisha, there would be a net loss in Central fund flow to the tune of Rs 1,776.31 crore during 2015-16.

Patnaik pointed out that delinking some crucial programmes from Central assistance has severely impacted State’s initiatives for development.

Patnaik also availed the opportunity to reiterate the demand for special category status to Odisha.

Even as Odisha‘s contribution to the process of nation building in terms of use of its natural resources is significant and demands have been raised by the State Government several times in the past for declaring it as a Special Category State, the Centre is yet to respond favourably, said the Chief Minister.
