Bhubaneswar: Odisha Chief Minister Mohan Majhi met with a Delhi Assembly delegation led by Speaker Vijender Gupta at Lok Seva Bhawan in Bhubaneswar on Tuesday.
The delegation, currently on a three-day visit to Odisha, is in the state to study the successful implementation of the National e-Vidhan Application (NeVA) in the Odisha Legislative Assembly.
The delegation is accompanied by Deputy Speaker Mohan Singh Bist, senior officials from the Delhi Legislative Assembly, and key personnel involved in the NeVA project. The purpose of the visit is to explore Odisha’s transition to a fully paperless legislative process and gather lessons that can be applied to Delhi’s legislative framework.
Odisha made a significant stride in February by launching the ‘Digital House’ under NeVA, a mobile application that allows members of the Legislative Assembly to access legislative documents, bills, notices, questions, and committee reports at their fingertips, anytime and anywhere. This digital shift has greatly reduced the dependence on physical paper documents, making the process more efficient and environmentally friendly.
The Delhi Assembly delegation is keen to understand Odisha’s best practices, technological frameworks, and operational models, as Delhi signed a Memorandum of Understanding (MoU) with the Ministry of Parliamentary Affairs last month to implement NeVA. This visit is an essential step as Delhi aims to transition to a paperless assembly within a hundred days, a commitment made by Speaker Gupta during the last budget session.
The delegation will meet with the NeVA committee and Odisha Assembly Speaker Surama Padhy on Wednesday to further discuss the intricacies of NeVA’s implementation. The final day of the visit will be dedicated to wrap-up meetings and in-depth discussions with the stakeholders involved in the project, sources said.
As part of its ongoing efforts to digitize its operations, the Delhi Assembly has also been assured of necessary funds from the Ministry of Parliamentary Affairs to support the implementation of NeVA. The initiative is expected to enhance the accessibility of legislative information, improve transparency, and reduce the logistical burden of physical documentation for legislators.
