Bhubaneswar: May 03: Government of Odisha has laid out the detail Standard Operating Procedure (SOP) for return of Odia people stranded in other States because of the nationwide luck down for fight against Covid-19. Chief Secretary Sri Asit Tripathy has directed the departments of Police, Health & Family Welfare, Commerce & Transport to operate as one team through proper synergy at ground level for smooth conduct of the entire exercise. Additional Chief Secretary and Special Relief Commissioner Sri Pradeep Kumar Jena has issued the SOP to all Collectors, SPs, Municipal Commissioners and Police Commissioner Bhubaneswar- Cuttack.
The SOP lays that as per decisions of the Government, Border Check Points (BCPs) will be set up at twelve places of eleven border districts. These BCPs will be operated by the Police. A Police Officer not below the rank of an Inspector will be in-charge of the BCP. Transport Commissioner will provide the necessary manpower and logistic supports like computer, generator data entry operator for operating the BCP. Concerned district administration will make infrastructural arrangements like office space or rest shed, drinking water, toilet etc. The Chief District Medical Officer will deploy Health Teams with basic equipment for general health check up of the returnees.
These BCPs, after due diligence will allow entry of vehicles into different parts of Odisha and also allow transit of the vehicles through Odisha. The returnees and the passersby are required to enter the State only at these pints. The pre-registration number of the returnees will be checked at BCP; and, if required fresh registration will be done. After final checking of the data in dedicated website of Odisha, namely https://covid19.odisha.gov.in, the returnees will be stamped with indelible ink on right inner forearm, indicating the entry details. Additional Chief Secretary Sri Jena said these stamps would be helpful in deciding about quarantine of the returnee in the State.
The vehicle carrying the returnees will be provided with a sticker containing detail information regarding vehicle number, destination, number of passengers and route through which it will pass. Chief Secretary Sri Tripathy said, “The sticker will be fixed conspicuously on wind screen of the vehicle and it will be regarded as the pass till completion of its journey in Odisha”. Quarantine as decided by Health Officials will be mandatory for all returnees.
It may be pertinent to mention here that the BCPs has been set up at Biramitrapur in Sundargarh district, Champua in Keonjhar district, Chandili in Ganjam, Jamsola in Mayurbhnaj, Kanktora in Jahrsuguda, Kereda in Rayagada, Khariar Road in Nuapada, Laxman Nath in Balasore, Luahrchati in Bargarh, Motu in Malkangiri and Sunki in Koraput district.
