Bhubaneswar: Odisha Chief Secretary GC Pati has suggested the officials to lay emphasis on the growth of revenue collection and financial management.
Chairing a high level meeting to review the RFD at the state secretariat here on Tuesday, Pati said that the finance department has achieved 95% success in the RFD programme.
Attending the meeting, Development Commissioner UN Behera highlighted on several programmes carried out by the finance department. He suggested the officials to strengthen the online system of audit and pension management. Finance Additional Secretary R Balkrishnan presented the report about the initiatives taken for the execution of the RFD in 2014-15.
Next year, the government will pay priority to the loan management, revenue increase, quality development in capital investment, introduction of e-governance system in estimation and collection of the commerce tax, treasury management through e-governance and quality development in providing general services, sources said.
Notably, several departments’ RFD guidelines and standard are determined by the Planning Coordination of the Odisha government. A committee headed by Chief Secretary Pati is working to set the guidelines of the RFD.
In the year 2014-15, the finance department has achieved cent percent success in budget preparation framework, loan management, expenditure management, tax & non-tax revenue collection, e-payment system in building of several projects, commencement of coordinated financial management system, central e-allowance payment system, provident fund management, audit plan and timely submission of RFD report.
Planning & Coordination Joint Director Jayant Mishra presented the proposals for the RFD background and several suggestions to be discussed for the next year. Among others, Finance Special Secretary Biraj Kumar Das, Deputy Secretary Satyapriya Rath and other senior officials were present at the meeting.
