Bhubaneswar: August 24: Completion of the construction of houses for poor people in Rural Housing schemes has crossed 12.34 lakhs since 2014-15. This was known from the review taken by Chief Secretary Sri Aditya Prasad Padhi over a video conferencing with the districts from secretariat conference hall today wherein Secretary Panchayati Raj Sri Droranjan Kumar Singh outlined the issues for discussion. Reviewing the district wise progress, Chief Secretary Sri Padhi directed all the collectors and Project Directors to firmly implement all transparency measures and closely monitor the field level execution. Chief Secretary further directed to publicize the priority list at GP and Village levels and strictly adhere to it. Collectors were asked not to deviate from the priority list while sanctioning new housing units.
Participating in the discussion, Secretary Panchayati Raj Sri Singh advised the collectors to ensure timely payment of bills and incentives to the beneficiaries. “Timely payment of incentives”, added Sri Singh,”would motivate other beneficiaries to complete their houses in time. It may be pertinent here to mention that Govt declared an incentive of Rs.20,000/- to the beneficiaries who completed their houses within 4 months of the issue of work order and Rs.10,000/- for completion within 6 months of the work order. Secretary Sri Singh appraised that so far around 28000 beneficiaries were given incentive.
Collectors were also told that each housing beneficiary would be facilitated to create one livelihood asset through convergence with MGNREGS and National Rural Livelihood Mission. They would be provided assistance to construct the assets like cowshed, goat-shed, vermin compost unit etc on their land as an additional source of livelihood. The programme has been started from Khordha and Bolangir districts on experimental basis. Secretary Sri Singh said that it would be extended to other districts within the current year.
Available data showed, till today a total number of 12,34,744 housing units have been completed under the schemes like Biju Pucca Ghar Yojana, Pradhan Mantri Awas Yojana , India Awas Yojana and Nirma Shramik Pucca Ghar Yojana. Target has been set to complete around 6 lakh houses during the current year. So far, around 101522 houses have been completed and construction of other houses has been expedited. Chief Secretary Sri Padhi directed to do the geo tagging of all the houses and beneficiaries by 31st August.
Director Drinking Water & Sanitation Smt Roopa Mishra along with senior officers from Panchayati Raj department participated in the video conferencing.
